Every day, the US Department of Defense detects and deflects about 36 million emails loaded with malware, courtesy of hackers, terrorists, and foreign enemies. Are government organizations ready? The answer is mixed. The Global Cyber Alliance reported in early 2018 that 95% of White House email domains fail to meet the highest levels of phishing prevention defense. According to the research, the domains were ripe for spoofing and use in phishing attacks.3  

Other reports reveal that government ranks first among sectors in email-borne malware, with an incidence of 1 in 120. The public sector ranked third in phishing rates by industry with a rate of 1 in 2,418 emails. Threat actors were responsible for 67% of all public-sector incidents and breaches, with half of those attackers sponsored by nation-states. Most phished to commit espionage, though some were financially motivated.4
